REGULAR TOWN BOARD MEETING MINUTES
September 20, 2004 

The regular monthly meeting of the Sugar Camp Town Board was held on Monday, September 20, 2004 at 7:30 p.m. at the Sugar Camp Town Hall.

7:30 p.m. Regular Meeting 

1.   Meeting called to order by the Town Chairman.

There were 9 visitors 

2.   Verification of Agenda posting and approval of Agenda. Discussion & action

The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. between 8:00 p.m. and 9:00 p.m. on Friday, September 17, 2004.

Motion: Schoeneck / Sowinski … to approve the agenda.  Carried 

3.   Approval of the minutes from the last regular monthly meeting and any special meetings not already approved.  Discussion & action

Motion: Schoeneck / Sowinski… to accept the Regular Meeting Minutes of August 16, 2004 as read.  Carried 

4.   Treasurer’s Report. Discussion & action

Motion:  Sowinski / Schoeneck … to approve the Treasurer’s report with a September 1st balance of $ 220,258.69.  Carried 

5.      Approval of vouchers. Discussion & action

Motion:  Schoeneck /Sowinski … to approve the vouchers of $48,854.06 as presented.    Carried 

6.      Public Comments  

7.      Old Business: 

A.  Prairie Road improvement update: status of payment choices, old issues, new issues. Discussion & possible action.

      Lisa will provide the Board with detailed information concerning the Public Trust Fund Loan; when payments are due, how much will the payment be, what the interest per year will be and how much each parcel will be assessed. 

B.  Uniform Building Code.  The Board will review the status of the Town’s communication to political

leaders on their concerns in implementing the UBC.  The Town will also choose which state mandated UDC option will be adopted by ordinance.  Discussion & possible action

Motion:  Sowinski / Schoeneck … that the clerk and Otto will prepare an ordinance and necessary paperwork to comply with the States unfunded UBC mandated requirements.  Carried 

C.  Review Mill Lake boating concerns. Discussion & possible action 

      No action was taken.  The Board requested the petitioners to talk to the boat owners and try to solve this issue before the Board considers any action.  The Board had concerns on how an ordinance would be enforced, who would issue citations, who would collect fines and if this action would bring similar requests from other lake property owners on lakes that do not meet the standards set by the DNR. 

D.  Review Cemetery Sign project.  Discussion & possible action

      This item was tabled to the October meeting. 

E..  Review Subdivision Road Ordinance and Parkland Dedication Ordinance.  Discussion & possible action

      The Town’s attorney is reviewing the ordinance and how big projects might be affected.  No further action, this item will be reviewed at the October meeting. 

F.   Consider a letter from the DNR concerning the South Dump.  Discussion & possible action

      Otto will research this situation, find out about the 3rd monitoring will and report back to the Board in October or November. 

G.   Consider a petition to discontinue Tamarack Road.  Discussion & possible action

      The Board accepted a petition to discontinue Tamarack Road.  Following the procedures for closing a public road,  a public hearing will be scheduled at the October meeting to consider the request.   

H.   Review Maintenance Account for fall work.  Discussion & possible action

      No action was taken, this item will be reviewed at the October meeting. 

I.    Open Road Bids.  Discussion & possible action

      Motion:  Sowinski/Schoeneck … to close bid acceptance.  Carried  One bid was received.

      Motion:  Schoeneck/Sowinski … to accept Pitlik’s bid of $31,854.84 for work on Camp Four Road.  Carried. 

8.  New Business:

       A.  Clerks Items

1.   Consider a letter from the Tobacco-Free Oneida County Coalition letter.  Discussion & possible action

Motion:  Schoeneck/Sowinski to raise the fee for Retail Tobacco License from $10 to $20.  Carried. 

2.      Consider a letter from the DNR requesting permission to post signs at boat landings.  Discussion & possible action

Motion:  Sowinski / Schoeneck … to allow the DNR to post information signs at all Town Boat Landings at no cost to the Town.  Carried 

3.      Consider an 8-lot CSM of Scott Holewinski, property located on the South-East side of Channel Road.  Discussion & possible action

Motion:  Sowinski / Schoeneck … that the Town has no concerns or objections to the 8-lot CSM of Scott Holewinski.  Carried.  Holewinski abstained from voting. 

4.      Update on the status of negotiations with Local 139.  Discussion & possible action

The Board has not been in contacted with Local 139 since August 19th at which time the clerk attempted to set a meeting date.  The Local was not prepared to meet on the proposed dates and informed the clerk they will contact the Board in the near future to set negation dates.  No further action was taken.

9.    Motion to go into closed session pursuant to SS 19.85 (1)(c) to consider employment,  promotion, compensation or performance of Town Employees.

Motion:  Sowinski / Schoeneck …to enter into closed session.  Carried 

       Motion to return to open session and report on any decisions reached in the closed session.

            Motion:  Sowinski / Schoeneck …to return to open session.  Carried 

10.   Motion to adjourn.

            Motion:  Sowinski / Schoeneck … to adjourn at 9:50.  Carried
