REGULAR TOWN BOARD MEETING MINUTES
January 20, 2005
The regular monthly meeting of the Sugar Camp Town Board was held on Thursday January 20th 2005 at 7:30 p.m. at the Sugar Camp Town Hall.

1. Meeting called to order by the Town Chairman.

2. Verification of Agenda posting and approval of Agenda. Discussion & action
The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. between 9:00 a.m. and 10:00 p.m. on Monday, January 17, 2005
Motion: Schoeneck / Sowinski … to approve the agenda. Carried
3. Approval of the minutes from the last regular monthly meeting and any special meetings not
already approved. Discussion & action
Motion: Schoeneck / Sowinski… to accept the Regular Meeting Minutes of December 20, 2004 and the Special Meeting on December 27, 2004 as read. Carried
4. Treasurer’s Report. Discussion & action
Motion: Sowinski / Schoeneck … to approve the Treasurer’s report with a January 1st checking account balance of $ 222,610.87 and two CD’s total worth of 1,787,000.00. Carried
5. Approval of vouchers. Discussion & action
Motion: Schoeneck / Sowinski … to approve the vouchers of $114,658.05 as presented.
Carried
6. Public Comments: There is a private grader being used on Lone Pine Drive that is pushing the snow banks back too far. The Town Forman will look into this.
7. Old Business:
A. Prairie Road improvement update: status of payments and loan application. Discussion & possible action
This matter is now settled and does not need to be on future agendas.
B. Review Sign Ordinance. Discussion & possible action.
Motion: Schoeneck / Sowinski … to approve Sign Ordinance 1-2005 as written Carried. This ordinance will be in effect as soon as the Town Clerk posts it.
C. Speed Limit of Sugar Lane. Discussion & possible action.
Motion: Schoeneck / Sowinski … that 25 mph is appropriate limit for Sugar Lane. Carried It was noted that further work needs to be completed on this issue.
8. New Business:
A. Clerks Items
1. Adult Entertainment concerns. Discussion only
Motion: Schoeneck / Sowinski … to put this issue on the agenda for the Annual Meeting.
Carried.
2. Set date for next negotiation session with Local 139. Discussion & possible action
Motion: Schoeneck / Sowinski … to move this item to closed session. Carried.
3. Resolution and Memorandum of Understanding with Oneida County for
maintaining and printing of poll lists as required by Federal Law.
This item will be added to the February Meeting.
4. Elections: Spring Primary. Discussion & possible action
Motion: Schoeneck / Sowinski … that the Clerk and Chairman will determine
the size of the Spring Primary Election Board. Carried.
5. Town Office Protocol. Discussion only
The Town Clerk presented to the Board proposed protocol involving the use of
the Town Office.
6. Road Bid specifications and advertising for bids. Discussion & possible
action
Motion: Sowinski / Schoeneck … that bids be taken for road work on Hide-
Away-Drive and Camp Four Road. The Clerk will advertise for bids which
will be open at the February meeting. Carried

9. Motion to go into closed session pursuant to SS 19.85 (1)(c) to consider employment, promotion, compensation or performance of Town Employees.
Motion: Schoeneck / Sowinski ,,, to go into closed session. Carried, all members voting Aye.
10. Motion to return to open session and report on any decisions reached in the closed session.
Motion: Schoeneck / Sowinski … to return to open session. Carried
Motion: Schoeneck / Sowinski … no future dates for negotiations will be set with Local 139 at this time. The Board wants to consult with legal council before proceeding. Carried
11. Motion to adjourn.
Motion: Sowinski / Schoeneck … to adjourn at 9:15 p.m. Carried.
