REGULAR TOWN BOARD MEETING MINUTES
SEPTEMBER 19, 2005

The regular monthly meeting of the Sugar Camp Town Board was held on Monday, September 19, 2005 at 7:30 p.m. at the Sugar Camp Town Hall.

1. Meeting called to order by the Town Chairman.

Present:

Chairman Scott Holewinski
Supervisor Paul Sowinski
Clerk John Bigley
Treasurer Lisa Jolin
Mike Kortenhof

There were 9 visitors

2. Verification of Agenda posting and approval of Agenda. Discussion & action
The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 7:00 p.m. Sunday September 18

Motion: Holewinski / Sowinski … to approve the agenda. Carried

3. Approval of the minutes from the last regular monthly meeting and any special meetings not
previously approved. Discussion & action
Motion: Holewinski / Sowinski … to accept the Regular Meeting Minutes of August 15th, 2005. Carried

4. Treasurer’s Report. Discussion & action
Motion: Sowinski / Holewinski … to approve the Treasurer’s report with a September 1st checking and CD account balance of $ 348,048.05. Carried

5. Approval of vouchers. Discussion & action
Motion: Sowinski / Holewinski … to approve the vouchers of $ 42,135.15 as presented. Carried

6. Public Comments: None

7. Old Business:

A. Open bids for gravel work to be done on Aidenn Lake Road. Discussion and possible
action
Motion: Sowinski / Holewinski …to close acceptance of bids for work on Aidenn Lake Road. Carried
Motion: Sowinski / Holewinski …to accept the bid from Pitlik & Wick for $52,395.95 with the understanding that the work will be completed in 2005 and paid for in 2006. Carried

Review delinquent personal property tax collections and consider a Resolution to write off
un-collectable delinquent personal property tax. Discussion and possible action
Motion: Sowinski / Holewinski …to accept Resolution 2005-1 which allows the treasure to write off uncollectible personal property taxes of $5516.99 on persons who have left the township or passed away. Carried
Motion: Sowinski / Holewinski …to accept Resolution 2005-2 which allows the treasurer to write off uncollectible personal property taxes of $4672.49 due to accounting errors. Carried

C. Review status of the Towns Disc-golf course. Discussion and possible actions
This item was tabled to the October meeting.

D. Review 7-lotsubdivision request from S&E Partnership, LLP. Subdivision to be located on the Ebben property at 7250 Hwy. 17 N. Discussion and possible action
Motion: Sowinski / Holewinski …that the Town Board has no objections or concerns related to the 7-lot subdivision request from S&E Partnership, LLP, providing the following conditions are met:

There shall be joint driveway and utility easements for lots 3&4, 5&6, and 1&7, that the Department of Transportation approves the switching of driveways connecting to Hwy. 17 and that the Towns Parkland Dedication fee is paid prior to recording the subdivision. Carried

8. New Business:

A. Clerks Items
Consider a request from Mary & Brian Bobert to build a driveway off of Lot 1 at the corner of Hide-A-Way Drive and Echo Ridge. Discussion and possible action
Motion: Sowinski / Holewinski …to approve the construction of an additional driveway off of lot 1 of the Dick Stefonek Subdivision (reference drawing E1816), driveway to be located 125’ from stake on Hide-A-Way Drive. Carried

Consider a request from Elmer Schroll to amend the recorded plat of the Three D’s Condominium Unit #2. Discussion and possible action
Motion: Holewinski / Sowinski…That the Town Board has no objections to the requested 2nd Amendment to the recorded plat of the Three D’s Condominium. Carried

Consider a Liquor License application for Kathan Inn. Discussion and possible action
Motion: Sowinski / Holewinski …to approve the Liquor License application from James Domniek, new owner of the Kathan Inn. Before the license can be issued the current license must be surrendered and proof of sale of the Kathan Inn to Mr. Domniek must be provided to the Town Clerk. Carried

Consider requesting yearly financial statements from all organizations receiving Town funds. Discussion and possible action
Motion: Holewinski / Sowinski… before the Town issues funds to the following organizations, each organization shall provide the Town a copy of the organizations yearly financial statement or audit, showing how the Town funds are used. Sugar Camp Fire Department, Sugar Camp Medic 11, Sugar Camp Youth Club, Tri-County Council on Domestic Violence and the Demmer Memorial Library. Carried

Review long term projects from the Youth Club for the Town Hall and Grounds. Discussion and possible action
This item was tabled to the October meeting.

Consider dates to begin budget planning for 2006. Discussion and possible action
Motion: Sowinski / Holewinski …to set the date for the Annual Budget Hearing for November 14th, 2005 at 6:00 p.m. Carried

Consider request for iron and electrical work on Town Cemetery.
Motion: Sowinski / Holewinski …to spend $750 for iron work at the town cemetery. Carried

Consider costs for remolding the kitchen and bringing it up to state codes. Discussion and possible action
Motion: Sowinski / Holewinski …to have Otto follow through on the kitchen update and not to exceed $21,000 on new equipment. Carried

Consider a proposal from Cellular One to switch the Town’s mobile phone service. Discussion and possible action
