REGULAR TOWN BOARD MEETING MINUTES
NOVEMBER 21, 2005
The regular monthly meeting of the Sugar Camp Town Board was held on Monday, November 21, 2005 at 6:00 p.m. at the Sugar Camp Town Hall.

1. Meeting called to order by the Town Chairman.

2. Verification of Agenda posting and approval of Agenda. Discussion & action
The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 4:00 p.m. Sunday November 20th.
Motion: Schoeneck / Sowinski … to approve the agenda. Carried
3. Approval of the minutes from the last regular monthly meeting and any special meetings not
previously approved. Discussion & action
Motion: Schoeneck / Sowinski … to accept the Regular Meeting Minutes of October 17, 2005. Carried
4. Treasurer’s Report. Discussion & action
Motion: Sowinski/ Schoeneck … to approve the Treasurer’s report with an November 1st checking and CD account balance of $ 344,731.66. Carried
5. Approval of vouchers. Discussion & action
Motion: Schoeneck / Sowinski … to approve the vouchers of $ 96,764.67 as presented. Carried

7. Old Business:
A. Review delinquent personal property tax collections status. Discussion and possible
action
Motion: Schoeneck / Sowinski …that the Treasurer should send a second letter with small claims forms filled out to persons still owing the Town back taxes. Persons should be informed that the Town will charge interest and penalties totaling 1.5% per month on all unpaid taxes. Carried
8. New Business:
A. Clerks Items
Request from Bob McMahon to discuss road work in the Town of Sugar Camp. Discussion and possible action Mr. McMahon pointed out to the Board that additional road maintenance is needed on some town roads in addition to crack sealing.. An example was Hide Away Dr. It could be resealed for three to five thousand dollars and extend the life of the road five or more years. The Board will inspect roads in the spring and look at different maintenance options. Cost would be eight to ten thousand dollars per mile which is much less costly than black topping. No action was taken at this time.
Review the information letter from the Treasurer to be included in the tax statements. Discussion and possible action
Motion: Schoeneck / Sowinski …to accept the revised letter to be sent out with the tax bills. Carried.
Review Town Hall and Classroom rental fees. Discussion and possible action
Motion: Schoeneck / Sowinski …to set rental rates for the classroom as follows:
$35 a day for residents and taxpayers $100 a day for non-residents, non tax payers and businesses Carried
B. Board Members Items:
Chairman Holewinski
a. Chairman’s report: The test wells at the south dump have passed inspection and Bart sexton from Oneida County Landfill has written a letter to the State DNR requesting that the wells be sealed. Cost may exceed the currant landfill budget but after 2006 will no longer be a budget item.
b. Correspondence – information only: The Town will join in a county wide grant application to upgrade intersection signs. This will be done in conjunction with Oneida County as soon as the county is ready to make its application.
c. Correspondence – information only. The Town has been notified that it wrongly cut trees on privet property along Arbutus Road and the property owner wants compensation for the trees.

9. Motion to adjourn to the Budget Hearing, to reconvene after the Budget Hearing to complete
Town Business.
Motion: Schoeneck / Sowinski …to adjourn to the Budget Hearing. Carried
Motion to go into closed session pursuant to SS 19.85 (1)(b) to consider licensing of persons
by the town board & (c) to consider employment, promotion, compensation or performance
of Town Employees.
Motion: Schoeneck / Sowinski …to enter into closed session. Sowinski-Aye,
Schoeneck-Aye, Holewinski-Aye, Carried
Motion to return to open session and report on any decisions reached in the closed session.
Motion: Schoeneck / Sowinski …to return to open session and approved new pay rates for 2006, health insurance reimbursements and new working conditions for the Town Crew and approve back pay issues for a Town employee. Sowinski-Aye, Schoeneck-Aye, Holewinski-Aye, Carried
12. Motion to adjourn.
