REGULAR TOWN BOARD MEETING MINUTES
FEBRUARY 20, 2006

The regular monthly meeting of the Sugar Camp Town Board was held on Monday, February 20th, 2006 at 7:30 p.m. at the Sugar Camp Town Hall.

1. Meeting called to order by the Town Chairman.
Present: Chairman Scott Holewinski
Supervisor Otto Schoeneck
Supervisor Paul Sowinski There were 6 visitors

2. Verification of Agenda posting and approval of Agenda. Discussion & action
The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 10:00 a.m. Friday, February 17, 2006.
Motion: Schoeneck/Sowinski … to approve the agenda. Carried

3. Approval of the minutes from the last regular monthly meeting and any special meetings not
previously approved. Discussion & action
Motion: Sowinski/Holewinski … to accept the Regular Meeting Minutes of January 23, 2006. Carried

4. Treasurer’s Report. Discussion & action
Motion: Sowinski / Schoeneck … to approve the Treasurer’s report with an January 31, 2006 checking and CD account balance of $ 312,847.95. Carried

5. Approval of vouchers. Discussion & action
Motion: Schoeneck / Sowinski … to approve the vouchers of $ 2,431,928.11 as presented. Carried

6. Public Comments: None

7. Old Business:
A. Review status of Delinquent Personal Property Tax Collections and status of pending
legal actions. Discussion and possible action
The Treasure reported that the Town received a Judgment against Randy Tammingas and Cindy Linder Hassel to recover unpaid personal property taxes. No further action is planned at this time.

8. New Business:
A. Clerks Items
UDC presentation by the Darin Pagel of Northwinds Inspections, what services they offer and how their program differs from other UDC inspector. Discussion only
The following is a summary of the conversation between the Board and Mr. Pagel.
Mr. Pagel reported to the board that he is one of 18 state contracted inspectors. He is in the process of building a new office which will have improved phone service which will record the time and date of the call. This new phone system
should reduce problems in trying to contact him both during business hours and after his office closes for the day. The new office is scheduled to open May 1, 2006. He indicated that he is in the Town of Sugar Camp two or three days a week. His office covers all or part of six counties and he employees three full time inspectors. All phone calls are documented and all inspections are documented and he claims that he has never missed an inspection.

Consideration of a Conditional Use Permit amendment for CUP # 114-92 for highway and building construction on property described as part of the E ½ NE and Gov’t Lot 2, Section 6 T38N, R10E in the Town of Sugar Camp, submitted by Plum Creek Timberlands and Pitlik & Wick Inc. Discussion and possible action

Motion: Sowinski / Schoeneck …that the Town Board has no objections to the proposed amendment to DUP #114-92. It understood that the next step in this process will be a public hearing held at the County level and that the County will be notifying persons who may have an interest in this amendment. Carried

Consider a 2-lot subdivision for Ronald Millard on property described as Part of Gov’t Lot 2, Section 32, T39N, R10E, Town of Sugar Camp. Discussion and possible action.

Motion: Sowinski / Schoeneck …That the Town has no objection to the 2-lot subdivision request of Ronald Millard. Before the subdivision can be recorded the Parkland Dedication Fee must be paid to the Town of Sugar Camp. Carried

Consider applying for Federal Funding to purchase HAVA approved voting equipment, programming and maintenance of equipment, from Election Systems & Software, and election training of Town staff. Value of the grant will not exceed $6,000.00. Discussion and possible action

Motion: Schoeneck / Sowinski …to have the Town of Sugar Camp apply for Federal Election Funds to purchase HAVA approved voting equipment, programming and maintenance of equipment, from Election Systems & Software, and election training of Town staff. Carried

Consideration of a request from the Eagle River School District to use the Town’s softball fields for the spring of 2006. Discussion and possible action

Motion: Schoeneck / Sowinski …To allow the Eagle River School District to use the Town’s softball fields for the spring of 2006. The Eagle River School District shall be responsible for field maintenance and supervision of all games and practices. The Town will open the outside restroom facilities for the season. Carried

Consider rescheduling the March Board Meeting due to scheduling conflicts with several members of the Board. Discussion and possible action
Motion: Schoeneck / Sowinski …to schedule the March meeting for March 27. Carried

The sheriffs department has requested a list of roads snowmobile users have access to in the Town of Sugar Camp and a copy of the Town Ordinance designating those roads.

Motion to adjourn into closed session pursuant to SS 19.85 (1)(a) to consider judicial matters before the Town.

The Town Chairman will contact the Town’s Attorney to prepare a response to the claim of damages and make a counter offer to settle. The Town Clerk will notify the Town’s insurance carried of the pending offer and the possibility of further legal action.
