REGULAR TOWN BOARD MEETING MINUTES
MARCH 27, 2006
The regular monthly meeting of the Sugar Camp Town Board was held on Monday, March 27, 2006 at 7:30 p.m. at the Sugar Camp Town Hall.

1. Meeting called to order by the Town Chairman.

2. Verification of Agenda posting and approval of Agenda. Discussion & action
The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 10:00 a.m. Saturday, March 27, 2006.
Motion: Schoeneck/Sowinski … to approve the agenda. Carried
3. Approval of the minutes from the last regular monthly meeting and any special meetings not
previously approved. Discussion & action
Motion: Sowinski/Holewinski … to accept the Regular Meeting Minutes of February 20, 2006. Carried
4. Treasurer’s Report. Discussion & action
Motion: Sowinski / Schoeneck … to approve the Treasurer’s report with an February 28th , 2006 checking and CD account balance of $ 502,472.29. Carried
5. Approval of vouchers. Discussion & action
Motion: Schoeneck / Sowinski … to approve the vouchers of $ 36,538.27 as presented. Carried

7. Old Business:
A. Discussion with Randy Tammingas regarding Delinquent Personal Property Taxes and
Notice of Judgment. Discussion and possible action
This item will be moved to the April meeting. Mr. Tammingas was unable to make this evenings meeting.
B. DNR Grant for dry hydrants update. Discussion and possible action
The fire department received a grant from the DNR to install three dry hydrants in Sugar Camp Lake, Jenny Weber Lake and Lilly Bass Lake. However, another department within the DNR has denied permission to actually install the hydrants. The fire department did receive permission to use the money for other projects. This has been a very frustrating experience for the department and the former Fire Chief who has spent many hours writing grants only to win the grant but not get permission to use the grant for the purpose it was written for.

A. Clerks Items
Consideration of a request from the Oneida County Biking & Walking Trails Council to designate Pine Lake Rd., Camp Four Rd., and Spider Lake Rd. as bike routes. Crystal Woller from the Oneida Co. Health Dept will make a brief presentation. Discussion and possible action
Motion: Schoeneck/Sowinski … to designate Pine Lake Rd. Camp Four Rd, and Spider Lake Rd. as bike routs, The Oneida County Biking and Hiking Committee will provide the signs and the town will provide posts install them. Carried
Consideration of a request to designate Sundstein Rd. as a Bike Trail. Discussion and possible action
Motion: Schoeneck/Sowinski … to designate Sundstein Rd. as bike route. Carried
Consideration of an addendum to the Condominium Plat of Neptune’s Resort. Discussion and possible action
Motion: Sowinski/Schoeneck …that the Town of Sugar Camp has no objection to the First Addendum to the recorded Condominium Plat of Neptune Resort for property located in part of Government Lots 1 & 2 and part of the SW NE, and part of the SE NW, Section 33, T39N, R10E, Town of Sugar Camp. Carried
Discuss information received from the Department of Transportation concerning the Hwy 17 Access Control. Discussion only
The material provided was informational in nature and no discussion took place.
Review problems with the town septic system. Discussion and possible action
Discussion Notes: The Town’s septic system has failed, repairs will be financed from excess cash as this was not budgeted for in the 2006 budget. Estimated cost to be approximately $28,000.
Motion: Schoeneck/Sowinski …to proceed with the septic system repairs with Otto overseeing the work. Carried
Approve the agenda for the Annual Meeting scheduled for; Tuesday, April 11, 2006 at 7:00 p.m.
Motion: Schoeneck/Sowinski …to approve the agenda for the Annual Meeting. Carried
B. Board Members Items

a. Chairman’s report
The Town Board needs to meet and inspect town roads before the Annual Meeting. It was decided that the Board will meet April 6th at 8:00 a.m. for the purpose of inspecting town roads and approving equipment for the new snow plow truck.
