REGULAR TOWN BOARD MEETING MINUTES
OCTOBER 23, 2006

The regular monthly meeting of the Sugar Camp Town Board was held on Monday, October 23, 2006, at 7:30 p.m. at the Sugar Camp Town Hall.

7:30 p.m. Regular Meeting

1. Meeting called to order by the Town Chairman.
Present:

Chairman Scott Holewinski
Supervisor Otto Schoeneck
Supervisor Paul Sowinski There were 4 visitors
Clerk John Bigley
Treasurer Lisa Jolin

2. Verification of Agenda posting and approval of Agenda. Discussion & action
The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 12:00 p.m. Saturday October 21, 2006.
Motion: Schoeneck/Holewinski … to approve the agenda. Carried

3. Approval of the minutes from the last regular monthly meeting and any special meetings not previously approved. Discussion & action
Motion: Schoeneck/Holewinski … to accept the Regular Meeting Minutes of August 21, 2006. Carried

4. Treasurer’s Report. Discussion & action
Motion: Schoeneck/Sowinski … to approve the Treasurer’s report with an September 30, 2006, checking and CD account balance of $ 450,302.36. Carried

5. Approval of vouchers. Discussion & action
Motion: Sowinski/Schoeneck … to approve the vouchers of $ 135,998.82 as presented. Carried

6. Public Comments: Concern was expressed about plowing private driveways when used as a bus turn around. The Town will only keep the driveway open and will not plow the driveway.

7. Correspondences: An e-mail concerning Watersprite Road was received and read by the Board.

8. Old Business:

A. Review the No-Parking Ordinance. Discussion and possible action

No information has been received from the Town’s lawyer. Tabled to November.

B. Review Personal Property status of unpaid taxes. Discussion and possible action

There are four persons remaining that owe personal property taxes from 2005. The treasurer is working on collecting those taxes.

C. Consider a petition for Slow/No Wake in the channel by the Dam/Sand Lake boat ramp.

Discussion and possible action

Motion: Schoeneck/Sowinski …to install slow no wake buoys North and South of the Hwy D bridge crossing the Sand and Dam lake Channel. Carried

9. New Business:

A. Consider a proposal from the Town Treasurer to add interest and penalties to delinquent personal property taxes. Discussion and possible action

Motion: Sowinski/Schoeneck … to impose a 1% interest fee and a 0.5% penalty per month on all delinquent personal property taxes still owed to the Town. Beginning in 2007, any personal property tax not collected by January 31st shall be given a 14 day grace period and the will be subject to interest and penalties retroactive to the 1st of January. Carried

B. Road Work Report: Discussion and possible action

Motion: Schoeneck/Holewinski …to accept the report as presented. Carried

C. Town Hall Report: Discussion & possible action

Motion: Schoeneck/Holewinski …to accept the report as presented. Carried

10. Motion to adjourn.
Motion:
Schoeneck / Sowinski … at 8:30 p.m. Carried

The November 20th Town Board meeting will start at 6:00 p.m. and adjourn to the Budget Meeting. The Budget Meeting will start at 7:00 p.m. then adjourn back to the Board Meeting
