REGULAR TOWN BOARD MEETING MINUTES
NOVEMBER 20, 2006

The regular monthly meeting of the Sugar Camp Town Board was held on Monday, November, 20, 2006 at 6:00 p.m. at the Sugar Camp Town Hall.

  1. Verification of Agenda posting and approval of Agenda. Discussion & action

The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 12:00 p.m. Saturday, November 11, 2006.

Motion: Schoeneck/Sowinski … to approve the agenda. Carried

  1. Approval of the minutes from the last regular monthly meeting and any special meeting not previously approved. Discussion & action

Motion: Schoeneck/Holewinski … to accept the Regular Meeting Minutes of October 23, 2006. Carried

  1. Treasurer’s report. Discussion & action

Motion: Schoeneck/Sowinski … to approve the Treasurer’s report with an September 30, 2006, checking and CD account balance of $368,174.14. Carried

  1. Approval of vouchers. Discussion & action

Motion: Sowinski/Schoeneck … to approve the vouchers of $84,067.40 as presented. Carried

  1. Public Comments: None

  1. Correspondences: Letter from Bart Sexton regarding the closing of the test wells at the South Dump. Discussion & action

Motion: Schoeneck/Sowinski … to approve a payment of $165.00 to facilitate the closing of the South Dump test wells. Carried.

  1. Old Business:

      1. Review the No-Parking Ordinance. Discussion and possible action

No action was taken on this item. It will be on the December Agenda

  1. New Business

      1. Review Watersprite Road. Discussion and possible action

The Town Board just became aware that Watersprite Road is a Town Road by Plat which was accepted in 1974. The Town Board will be look at Watersprite Road during the spring annual review of all Town Roads.

      1. Consider a 2-lot subdivision from James Goller, for property located at the end of Prairie Road. Discussion and possible action

Motion: Sowinski/Schoeneck …that the Town of Sugar Camp has no objections to the 2-lot subdivision request from James Goller. The Parkland Dedication fee must be paid prior to recording of the subdivision. Carried

      1. Consider a proposal from Kerber, Rose & Associates to be the Towns Account. Discussion and possible action

Motion: Schoeneck/Sowinski …to accept the proposal from Kerber, Rose & Associates to be the Towns Accounts. Carrie

      1. Consider the purchase of park equipment and power flush toilets for the restrooms. Discussion and possible action

Motion: Schoeneck/Sowinski …to purchase power flush toilets for the restrooms and to order additional park equipment as the budget allows. Carried

      1. Consider a request to support a petition to Frontier Telephone Company to bring DSL High Speed Internet to more residents in the Town of Sugar Camp. Discussion and possible action

Motion: Schoeneck/Sowinski …to have the Town of Sugar Camp support a petition to Frontier Telephone Company to bring DSL High Speed Internet to more residents in the Town of Sugar Camp. Carried

      1. Consider a request to use a portion of the Town’s recycling grant to sponsor a composting project at the Sugar Camp Elementary School. Discussion and possible action

Motion: Sowinski/Schoeneck …to use a portion or the Town’s recycling grant to sponsor a composting project at the Sugar Camp Elementary School. Carried.

      1. Road Work Report: Discussion and possible action

Motion: Sowinski/Schoeneck …to accept the report as presented and to send a second letter to residents on Cooper Lane, and Quiet Woods Trail that those roads will not be plowed this winter if the brushing is not completed as specified in the letter sent August 28, 2006. Carried.

      1. Town Hall Report: Discussion and possible action

Motion: Sowinski/Schoeneck …to accept the report as presented. Carried

  1. Motion to adjourn to the Annual Budget Meeting

Motion: Schoeneck/Sowinski … to adjourn the Regular Meeting. Caried.

  1. Reconvene after the Annual Budget Meeting to pass the 2006 Tax Levy to be paid in 2007 and to complete any business remaining on the Regular Town Board Meeting Agenda for November 20, 2006.

Motion: Schoeneck/Sowinski …to set the Town’s levy at $618,486. Carried

  1. Motion to go into closed session pursuant to SS 19.85 (1)© to consider employment, promotion, compensation or performance of Town Employees.

Motion: Schoeneck/Sowinski …to go into close session pursuant to SS 19.85 (1)© to consider employment, promotion, compensation or performance of Town Employees. Schoeneck - Aye, Sowinski - Aye, Holewinski - Aye.

  1. Motion to return to open session and report on and decisions reached in the closed session

Motion: Schoeneck/Sowinski …to return to open sessions and approve the following working agreement changes for the two full time Town employees.

    1. Each employee will receive 3 additional days of vacation.
    2. Each employee will receive a $1.00 per hour increase in Health Insurance Reimbursement pay
    3. There will be no hourly pay increase for 2007.
