REGULAR TOWN BOARD MEETING MINUTES
FEBRUARY 19, 2007

The regular monthly meeting of the Sugar Camp Town Board was held on Monday, February 19, 2007 at 7:30 p.m. at the Sugar Camp Town Hall.

1. Meeting called to order by Town Chairman

2. Verification of Agenda posting and approval of Agenda. Discussion & action

The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 12:00 p.m. Saturday, February 10, 2007.
Motion: Sowinski/ Holewinski … to approve the agenda. Carried

3. Approval of the minutes from the last regular monthly meeting and any special meeting not previously approved. Discussion & action

Motion: Sowinski/Holewinski … to accept the Regular Meeting Minutes of January 15, 2007.
Carried

4. Treasurer’s report. Discussion & action

Motion: Sowinski/ Holewinski… to approve the Treasurer’s report with a February 1, 2007 checking and CD account balance of $2,046,303.25. Carried

5. Approval of vouchers. Discussion & action

Motion: Sowinski/Holewinski … to approve the vouchers of $ 1,682,740.36 as presented. Carried

6. Public Comments: None

7. Correspondences:

Letter from DNR outlining the procedures for closing the test wells at the South Dump.
A Thank You letter from Tri-County council for Donation received from the Town.

8. Old Business:

A. Review status high speed internet service petition. Discussion only
The Town received written notice from Frontier that HIS service to the Echo Ridge area will be in place by July or August. We also received a letter from Senator Breske and a phone call from Representative Meyer supporting our request and that they had also contacted Frontier.

B. Review status of closing the wells at the South Dump. Discussion only
The Town received from the DNR approval to stop testing ground water at the South Dump. The Town must properly abandon the wells in accordance with s. NR 141.25, Wis. Adm. Code. Well abandonment must be reported to the DNR within 60 days of the abandonment.

C. Motion to close acceptance of Road Bids
Motion: Sowinski/Holewinski …to close acceptance of road bids. One bid was received. Carried

D. Open road bids. Discussion and possible action

Motion: Sowinski/Holewinski …to accept the bid from Pitlik & Wick Inc. as presented and adjusted for Columbus Lake Road. Options will be reviewed when Supervisor Schoeneck at the March meeting. Carried

E. Consideration of a two lot preliminary survey for Tom Lambert involving land on Rolling Acres Road. Discussion and possible action
Motion: Sowinski/Holewinski …to accept the two lot preliminary survey map for Tom Lambert with the following conditions: The driveway must come off the North side of the lot and must be shown on the final map. The Parkland Dedication fee, as determined by the Town’s Assessor, must be paid before the lots can be recorded. Carried

F. Review issues involving the mandatory Drug testing of Town Employees. Discussion and possible action
At the present time the two town employees are in a selection group of two, half of which must be tested at least yearly, sometimes more often. Sacred Heart-St. Mary’s Hospital Occupational Medicine administers the testing. To hire a private firm to test the town employees would be more costly than using the present program. The Town will not make any changes at this time.

G. Review status of Liquor License’s in the Town. Discussion and possible action
Currently the Town has four Class B and one Class A liquor license available. All the licenses are classified as “regular” and are available at the same rate that all current license holders pay.

H. Reschedule the March board meeting. Discussion and possible action
Motion: Sowinski/Holewinski …to reschedule the March Board meeting one week later to March 26, the Town Clerk will post the changes early in March. Carried

I. Road Work Report: Discussion and possible action
Motion: Sowinski/Holewinski …to accept the report as presented. Carried

J. Town Hall Report: Discussion and possible action
Motion: Sowinski/Holewinski …to accept the report as presented. Carried

10. Motion to adjourn

Motion: Sowinski/Holewinski … to adjourn at 8:40 p.m. Carried
