REGULAR TOWN BOARD MEETING MINUTES
MARCH 26, 2007
The regular monthly meeting of the Sugar Camp Town Board was held on Monday, March 26, 2007 at 7:30 p.m. at the Sugar Camp Town Hall.

- Verification of Agenda posting and approval of Agenda. Discussion & action
The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 12:00 p.m. Saturday, March 24, 2007.
Motion: Sowinski/Schoeneck … to approve the agenda. Carried
- Approval of the minutes from the last regular monthly meeting and any special meeting not previously approved. Discussion & action
Motion: Sowinski/Holewinski … to accept the Regular Meeting Minutes of February 19, 2007.
Carried
- Treasurer’s report. Discussion & action
Motion: Schoeneck/Sowinski… to approve the Treasurer’s report with a March 1, 2007 checking and CD account balance of $ 599,821.89. Carried
- Approval of vouchers. Discussion & action
Motion: Sowinski/Schoeneck … to approve the vouchers of $ 52,114.70 as presented. Carried
- Public Comments: Comment-Aldridge Lake Road needs repair.
Reply- patch work will be done later this spring
- Correspondences: The Town received another petition for High Speed Internet for the 479 exchange. The Board accepted the petition and will discuss it at the April meeting.
- Old Business:
A. Review road bid options as presented at the February 19 Board Meeting. Discussion and possible action
Motion: Sowinski/Schoeneck …to accept the road bid with the upgraded oil included for work on Columbus Lake Rd and Rustic Lane. Carried
- New Business:
B. Consider a Quick Claim Deed for a parcel of land from Lionel Kliss for development of the Three-Eagles bike trail. Discussion and possible action
Discussion: The Town of Sugar Camp does not wish to take possession of the 1.55 acre parcel of land but would exempt it from the Town Subdivision and Parkland Dedication Fees.
Motion: Sowinski/Schoeneck …to exempt the 1.55 acre parcel being donated to the Town of Three Lakes as part of the Three-Eagles bike trail, from the Town of Sugar Camp Subdivision Ordinance and Parkland Dedication fees. Carried
C. Consider a “well closing plan” presented by Bart Sexton, Oneida County Landfill Administrator, and begin preliminary planning for a tire recycling day in Sugar Camp. Discussion and possible action
Motion: Sowinski/Schoeneck …to proceed with closing the Town’s test wells at the South Dump site following the recommendations of Bart Sexton. Bart will coordinate the closing and the Town will cover the expenses. Carried
Motion: Sowinski/Schoeneck …the Town of Sugar Camp will hold a tire recycling day on May 19, 2007. Bart Sexton will coordinate advertising and all other logistics, the Town will provide the labor. Recycling Grant money will be used to reimburse the Town for any expenses it may incur. Carried
D. Review “Overlay Districts” as described by the Oneida County Board. Discussion and possible action
Motion: Sowinski/Schoeneck …The Town of Sugar Camp makes the following recommendations on the question of “Overlay Districts.”
1. remove section 9.73
2. modify section 9.73 adding “Overlay District 5 – No rules”

E. Consider a request from Mike Kliss for a Sign Permit to place a sign at the intersection of Hwy D and O. Discussion and possible action
Motion: Sowinski/Schoeneck …to approve Mike Kliss request to place a business sign at the intersection of County Road D and O, sign to located on Sowinski Development Corporation property. Carried
F. Consider for purchase a small parcel of land at the intersection of Hwy. 17 and Ripco Road to allow for the reconstruction of the intersection. Discussion and possible action
Motion: Holewinski/Schoeneck …to purchase a .25 acre pie shape parcel of land at the intersection of Hwy 17 and Ripco Road for $500 so that the Town can reconstruct the intersection. Purchase to be handled as a Quick Claim Deed. Mike Kortenhof will coordinate the transaction. Carried
G. Approve Agenda for the Annual Meeting. Discussion and possible action
Motion: Sowinski/Schoeneck …to approve the agenda for the Annual Meeting. Carried
H. Road Work Report: Discussion and possible action
Motion: Sowinski/Schoeneck …to accept the report as presented. Carried
I. Town Hall Report: Discussion and possible action
Motion: Sowinski/Schoeneck …to accept the report as presented. Carried
