REGULAR TOWN BOARD MEETING MINUTES
November 17, 2008

The regular monthly meeting of the Sugar Camp Town Board was held on Monday, November 17, 2008 at 6:00 p.m. at the Sugar Camp Town Hall. The Annual Budget Hearing will start at 7:00 p.m. The Board Meeting will reconvene after the Budget Hearing.

6:00 p.m. Regular Meeting

1.  Meeting called to order by the Town Chairman.

Present:

Chairman Scott Holewinski Supervisor Paul Sowinski Supervisor Otto Schoeneck Treasurer Lisa Jolin  Clerk John Bigley Foreman Kortenhof There were 15 visitors

2. Verification of Agenda posting and approval of Agenda.
The agenda was posted at the Town Hall, Sugar Camp Enterprises, Lilly Bass Road and Hwy H. by 6:00 p.m. on Friday, November 14, 2008.

Motion: Schoeneck/Holewinski … to approve the agenda. Carried

3. Approval of the minutes from the last regular monthly meeting and any special meetings not previously approved. 

Motion: Schoeneck/Holewinski… to accept the Regular Meeting Minutes of October 20. Carried

4. Treasurer’s Report.

Motion: Schoeneck/Holewinski … to approve the Treasurer’s report with an November 1, 2008 checking and CD account balance of $ 383,067.05. Carried

5. Approval of vouchers.

Motion: Schoeneck/Holewinski … to approve the vouchers of $135,955.30 as presented. Carried

6. Public Comments: None

7. Correspondences: Letter from Tom Rudolph on the Tanker Truck/Dry Hydrant Ordinance, a copy of which was sent to the fire department. Received another copy of the Newbold Township Comprehensive Plan.

8. Old Business: None

9. New Business:

  1. Consider a draft of the Tax Letter to be mailed with the tax bills.
 Motion: Schoeneck/Holewinski... to accept the Tax Letter as written. Carried
  1. Consider a proposal from Northwinds Inspection LTD for the Town of Sugar Camp to oversee the state mandated inspections.
Motion: Schoeneck/Holewinski.. move to December meeting, Town Clerk will get the following information: UDC Ordinance, How many permits were issued in 2008, does the Town have to track down persons who are not in compliance and what is involved in "Enforcement?". Carried
  1. Consider options on what to do with Fire Tanker #2 now that the new truck has arrived.

Motion: Schoeneck/Holewinski...that the Fire Department should use what equipment they can from the truck, sell the truck and use the funds for new equipment. Carried

  1. Consider a response to Oneida Counties proposed Outdoor Wood Furnace Ordinance.

Motion: Holewinski/Schoeneck..that the Sugar Camp Town Board is opposed to the Outdoor Wood Furnace Ordinance as presented. The Town Board does not believe there is a health issue and it would be a burden to existing outdoor wood burner's owners to extent smoke stacks as suggested in the proposed ordinance.. Carried.

  1.  Road Work Report

Motion: Schoeneck/Holewinski..to accept the report as written, no action taken. A copy of the report is attached to the minutes.

Motion: Schoeneck/Holewinski..to accept the report as written, no action taken. A copy of the report is attached to the minutes.

10. Motion to adjourn to the Annual Budget Meeting.

Motion: Schoeneck/Sowinski … adjourn to the Budget Meeting. Carried


11.Reconvene after the Annual Budget Meeting to pass the 2008 Tax Levy to be paid in 2009 and to complete any business remaining on the Regular Town Board Meeting Agenda for November 17, 2008.

Motion: Schoeneck/Sowinski … to set the Town Levy at $655,185.00 as approved at the Budget Hearing. Carried

12. Motion to go into closed session pursuant to SS19.85 (1)(c) to consider employment, promotion, compensation or performance of Town Employees.

Motion: Schoeneck/Sowinski … to go into closed session pursuant to SS 19.85 (1)(c) to consider employment, promotion, compensation or performance of Town Employees. Holewinski-aye, Sowinski-aye, Schoeneck-aye.. Carried

13.  Motion to return to open session and report on any decisions reached in the closed session.

Motion: Sowinski/Schoeneck … to return to open session and approve the 2009 wage rate for the town employees.. Carried

14.  Motion to adjourn

Motion: Schoeneck/Sowinski … to adjourn at 7:14 p.m. Carried
